Each person involved in the handling of cargo must be skilled and qualified to perform assigned duties and must not be under the influence of any drugs or alcohol.
Personnel involved in cargo operations must comply with local work-hour regulations and not be suffering from fatigue.
All drivers and handlers of equipment must have a valid driver’s license or have completed a driver-training program for the commodity/units being operated, regardless of if it is cargo or stevedores’ equipment.
All securing of cargo must be completed prior to vessel departure.
